Minutes of a Meeting of the

MEETING OF THE ADOPTIVE ACTS COMMITTEE

 

Held in the Community Room, following the Planning Meeting, on Tuesday 22nd August 2006 commencing at 7.30pm.

 

 

 

PRESENT:            Cllrs: P. Brockwell (Chairman)

M. Barnes, M. Coker, S. Fairlie, G. Harris, M. Innes and M. Wellman.

 

IN ATTENDANCE: Cllr D. Fry for part of the meeting

 

 

1.            APOLOGIES FOR ABSENCE AND DECLARATIONS OF INTEREST:

Apologies were received from Cllr Prichard. There were no Declarations of Interest.

 

2.  CEMETERY:

a)                  To discuss quotes for new paths at Cemetery – A quote had been received from DB Driveways to lay tarmac in both the existing cemetery and the new extension. The Chairman said that she had visited the cemetery at Waltham St Lawrence where there was there was an example of their work and a carpark at the back of the Methodist Church in Marlow.The cost would add up to approx. £24,000 and a further two companies would be needed before a tender could be sent out. The Councillors queried the allowance of 6mm of tarmac and believed this was a typo error. Our tendor requests an allowance of 20mm. Cllr Wellman said that we had £10,000 set aside in reserved funds and the Council would have to borrow the outstanding £15,000. The Clerk said that she would start planning for the loan. It was AGREED to ask more companies to give rough quotes for tarmac paths.

 

3.    CEMETERY EXTENSION: 

a)         Up-date on consecration of Cemetery extension and planning permission for change of use – The Clerk has at last received a letter from Graham Stallwood, writing on behalf of David Islip. Mr Stallwood had said that as long as the boundary hedge had been planted prior to 29 May 2000, planning permission would not be required because this would constitute the commencement of development. Unfortunately, our records show that the chainlink fence and hedge were planted after this date and therefore the Clerk would have to apply for planning permission again before the new extension could be consecrated. Some of the Councillors thought that we may be able to apply for an extension of the planning permission, as the field was clearly no longer farm land.

                                                                                                                            

4.   CHAPEL:

a)         Up-date on the heaters for the Chapel and the work carried out by Omega – At the last meeting the Committee had voted to go ahead with replacing the heaters in the Chapel. It was agreed to go with a company called Omega Electrical Services. Omega had suggested installing four infra red patio type heaters but the Committee voted to install fan heaters similar to those already in the Chapel. Unfortunately, Omega only reduced their installation quote by £75 which left an installation price of £210 per heater on top of the cost of the heaters @£300.  This left the work over budget at £720 with only £500 allowed for the project. Therefore, the Chairman took the decision not to go ahead with the new heaters for the time being. However, Omega also pointed out that the Chapel’s electrics should be regularly checked to ensure that the wiring was safe for members of the public. The Chairman and the Clerk felt that the £500 put aside for the Chapel heater project would be well spent getting all the electrics checked and certified. These Certificates will be kept in the Parish Office and the next inspection is recommended for July 2011.

 

5.   STREETLIGHTING:

a)                  To review and approve the new quote for the replacement column in Odney Lane – Following several attempts to get correct quotes and picture references of the new light and lantern, the Committee were at last in a position to go ahead with this new light and column at a total cost of £2258.47. It was proposed by Cllr Barnes and seconded by Cllr Wellman to give the go ahead without delay. The Committee AGREED unanimously.

                       

6.   WAR MEMORIALS:

a)         To review any letters or quotes received on the Tarrystone Seat or repairs to the two War Memorials – The Clerk was still awaiting a response to her letter and invitation to quote on restoring the Tarrystone Seat and making repairs on the War memorial in Cookham and Cookham Dean.
