Minutes of a Meeting of the PLANNING COMMITTEE held at the

Community Room on Tuesday, 6th February 2007 commencing at 7.30 pm

 

PRESENT:            Cllr M. Barnes (Chairman), Cllr M. Wellman (Vice Chairman)

Cllrs: M. Brar, P. Brockwell, S. Fairlie, D. Fry, G. Harris, M. Innes,

R. Piercey, D. Ricardo, J. Stretton and H. J. Woodbridge.

 

Also present:            Lucinda Adam (Marlow Free Press) and three members of public.

OPEN FORUM: Mr John Fairlie of Winterfield spoke against Pln Appn 07/00113. He said that the application was virtually the same as the previous application which had been refused at Parish and Borough Council last year. The noise report commissioned by Mr Overall contained several errors including the distance of the ménage from their garden which was 35 metres from their boundary. Many of their upstairs windows overlooked the ménage and the fencing which was now partially covered with black plastic. Instructors could often be heard teaching in the ménage. He would hope that the Parish Council would see fit to reiterate their objections from last year.

            Mr Woodbridge spoke from the public gallery about the negotiations on the Station Hill project. He queried the status of the project and the involvement of the Parish Council. He also referred to a Liberal Democrat “Focus” leaflet which contained an inaccuracy as to the future of the porch at the Social Club. The Clerk said that a letter had been written to Chris Wheeler asking for more information and reminding him that in October 2002, when this project had initially been agreed, the residents of Station Road were also involved.

            Cllr Fry referred back to Pln Appn 07/00113 to say that not all the neighbours had been notified of this application. Mr and Mrs Warne of Hillcote had received no notice despite objecting in 2006.

 

1.                  APOLOGIES AND DECLARATIONS OF INTEREST: Apologies were received from Cllr Fisher and Prichard. Cllr Cubley also sent her apologies. No apologies were received from Cllr Coker. Cllr Fairlie declared a prejudicial interest in Pln Appn 07/00113 and a personal interest in Pln Appn 07/00193. Cllr Piercey declared a personal interest in Pln Appn 07/00113 and 07/00197. Cllr Ricardo declared that as a member of the Borough Planning Panel he reserved the right to change his mind at a later stage. He also declared a prejudicial interest in Pln Appn 07/00130. Cllr Brar declared that she is also a member of the Borough Planning Panel and reserved the right to change her mind. Cllr Harris declared a personal interest in Pln Appn 07/00193. Cllr Barnes declared a personal interest in Pln Appn 07/00113.

  1. APPROVAL OF MINUTES OF PLANNING MEETINGS HELD ON 9TH AND 23RD JANUARY 2007: The Minutes for the Planning Meetings held on these dates were circulated and duly approved with no amendments.

 

The Chairman made a comment to say that he had received a call from a member of public regarding a recent planning application for The Mount, Spring Lane to say that the Parish Council had mis-understood the ownership of the land.
