APOLOGIES AND DECLARATIONS OF INTEREST: Apologies were received from Cllrs Brar, Fry and Piercey. Cllr John Stretton declared that he was a member of the Borough Planning Panel and reserved the right to change his mind at a later stage. Cllr Ricardo declared a personal interest in appns 07/01688 and 07/01700. Cllr Kellaway and Jean Stretton also declared a personal interest in appns 07/01700. 2. PLANS CONSIDERED & DISCUSSED:

AN EXTRA PCSO, RING-FENCED TO
COOKHAM, FOR £15,000 PER YEAR, FOR TWO YEARS: This offer was made to Cookham Parish Council as a response to the recent
spate of burglaries and acts of vandalism in the parish. Cllr Coker and
John Stretton felt that the precept in Cookham was one of
the lowest in the Borough and that the Parish Council should accept this
offer. Cllr Ricardo felt that residents pay enough for policing and that
this offer was out of order. Cllr Wellman said that the Parish Council
should take account of all the other projects that we cannot afford to
complete. Cllr Kellaway enquired what would happen after the two years. It
was answered that the Parish Council would review the extra PCSO and
re-negotiate if successful. Cllr Barnes said that the Council should ask
themselves: is it a deserving cause or a good idea and would it benefit
the people of Cookham. Cllr Harris wanted to know more about what we would
get for our money. Cllr Coker proposed that the Parish Council agree the
idea in principle and the Clerk and the Chairman would work on a proper
agreement that would contain more detail as to the PCSO hours, times,
areas within the parish and how this extra PCSO would work on a rota with
the other two promised PCSO’s and PC Val de Haan. This was seconded by
Cllr Barnes. VOTE: IN FAVOUR = 6 AGAINST = 5. 3.
CHAIRMANS
SUBMISSIONS: The Chairman mentioned a new consultation by SEERA regarding the Provision
of Caravan Sites for Gypsies and Travellers. SEERA are seeking to meet the
future accommodation needs for this sector of society in the period to
2016. The deadline is Monday 10th September 2007 for response
and comments. It was AGREED to include this on the agenda of our September
Full Council meeting. The Clerk informed Cllrs of the Stakeholder Meeting
on 13th August at the Guild Hall, Windsor. There is also a Cllr
Training Day on Saturday 22nd September at Reading University,
Berkshire. Candidates need to let the Clerk know by 10th
August. The Council were also invited to put forward nominations for
serving on the Standard’s Committee in the Borough area. Cllrs Wellman
and Harris put their names forward but any other Cllrs must let the Clerk
know before 13th August. The
