Minutes of a Meeting of the PLANNING COMMITTEE held at the

Community Room on Tuesday, 21st August 2007 commencing at 7.30 pm

 

PRESENT:            Cllr H.J. Woodbridge (Chairman), Cllr M. Wellman (Vice Chairman)

Cllrs M. Barnes, M. Brar, P. Brockwell, M. Coker, D. Fry, G. Harris,

J. Hewitt( part time), M. Innes, M.L. Kellaway, R. Piercey, D. Ricardo,

Jean Stretton and John Stretton.

 

Also present:            Frank Smith (Marlow Free Press) and four members of the public.

OPEN FORUM: Mr M. Scott spoke about a recent decision of the Parish Council to ban the keeping of hens and bantams at the Council allotments. Mr Scott said that his hutches were well-made structures that could be blended in with the Conservation Area. He offered to make similar hutches for any other allotment holder who wanted to keep hens. He also disputed the argument that the presence of the hens would increase the rats and foxes in the area. Mr Scott asked the Council to re-consider their decision. The Chairman spoke to say that this matter could only be re-considered after six months has lapsed unless five Councillors sign a letter requesting the Council to re-visit the matter. The Clerk then read out the letter that Mr Scott had written and enclosed with pictures of his hutches.

            Mr Bill Forbes then spoke in support of Pln Appn 07/02001. He said that this was his second application following the refusal of the first. This application is considerably smaller and will not be seen from the front. The Conservation Officer will also be consulted and he hoped the Council would bear this in mind when determining their decision. Ms Mena Jaconelli of Dene Hollow then spoke about her concerns over Pln Appn 07/02072. She said that the proposed roof for a third bedroom would take the light from her own bedroom and landing. The Chairman said the Council would bear her comments in mind.

 

1.                  APOLOGIES AND DECLARATIONS OF INTEREST: Apologies were received from Cllr John Hewitt who had been delayed by a meeting with his accountants. Cllr Hewitt arrived whilst the meeting was in progress. Cllr Piercey declared a prejudicial interest and Cllr Kellaway declared a personal interest in Pln Appn 07/02023. Cllr Harris declared a prejudicial interest in Pln Appn 07/02068 whilst Cllr Ricardo declared a personal interest in this application as a member of the Marsh Meadow Management Committee. Cllr John Stretton declared an interest as a Borough Councillor serving on the Planning Panel and reserved the right to change his mind at a later stage.

3.      CHAIRMAN’S SUBMISSIONS: Cllr Wellman made the observation that the condition requested by the Parish Council on Pln Appn 07/01716 was not included. Cllr Fry said that every application on this agenda was in the Village or in the Dean. The Chairman said that there were a lot of changes in the Planning system and a report from the recent Stakeholders Meeting would be available at the next meeting. The Chairman then commented that, after eleven years of negotiation, the works to improve the pavements at Station Hill would, at last go ahead on 3rd September 2007. The works would last for three weeks with, hopefully, the minimum of disruption. The Chairman also mentioned the Consultation on Gypsy and Travellers sites that was in the office. The deadline for comments is 10th September and this would be on the agenda of the September Full Council meeting. There was also a consultation from RBWM concerning Telecommunications LDF. The deadline for this consultation was 7th September.
