Minutes of a Meeting of the PLANNING COMMITTEE held at the

Community Room on Tuesday, 20th November 2007 commencing at 7.30 pm

 

PRESENT:            Cllr H.J. Woodbridge (Chairman), Cllr M. Wellman (Vice Chairman)

Cllrs M. Barnes, M. Coker, P. Brockwell, G. Harris, M. Innes,

M-L. Kellaway, R. Piercey, D. Ricardo and John Stretton.

 

Also present:            Three members of the public.

OPEN FORUM: Doreen and Victoria Richards spoke of their application for a Certificate of Lawfulness – Pln Appn 07/02847. They hoped that the Council would support a rural activity on this site and said they wished to breed horses for personal use. They also said that horses had been kept on this site for many years. Mr David Harris of The Belfry, Lower Road spoke about Pln Appn 07/02875. He was very concerned about the impact of this latest development from the Michael Shanly group and the lack of privacy as the new homes would look directly into his back garden. He said that the plans were inadequate as they did not show the full impact of these new homes to neighbours. The plans were also incorrect as there were trees on the site that would require felling. The plans showed a room in the roof and were therefore three storey, not two as per the description. Mr Harris hoped the Parish Council would support his concerns and he would like to see protection for his hedge along the boundary plus landscaping conditions to give his home more privacy.

 

1.                  APOLOGIES AND DECLARATIONS OF INTEREST: Apologies were received from Cllrs Brar, Fry, Hewitt and Jean Stretton. All Council members declared a personal interest in Pln Appn 07/02915, with the exception of Cllr Ricardo who declared a prejudicial interest and left the room for this part of the meeting. Cllr Innes also declared a personal interest in Pln Appn 07/02934. Cllr John Stretton declared an interest as a Borough Cllr and reserved the right to change his mind at a later stage.

3.            PROPOSED RAISED TABLE AND ZEBRA CROSSING IN THE POUND: The proposals were to take out the existing flat-topped hump outside Spencers Public House, move it three metres west and put in a zebra crossing over the top of the new hump. Cllr Coker queried the distance between the roundabout and the proposed crossing. Cllr Wellman was concerned about how lorries delivering to Spencers would be able to safely gain access. Cllr Stretton reassured the Council that the needs of Spencers had been taken in to account along with any future changes at this establishment. Cllr Piercey thought it was the natural place to cross. Cllr Brockwell was concerned that the pavement would be too narrow on the southern side of the road. Cllr Wellman was surprised that no member of the public had commented. It was AGREED to leave the final decision on this to RBWM. VOTE: IN FAVOUR = 10, ABSTENTION = 1.

 

4. CHAIRMANS SUBMISSIONS: The Chairman mentioned that a list of questions put forward at the Parish Conference included a question from Cookham Parish Council, even though we had not officially put any questions forward. The Chairman advised that any Cllr who wished to submit a question that had not been approved at Full Council should do so with their name on that question.

 

The meeting closed at 8.30pm.
