COOKHAM PARISH COUNCIL Minutes
of a Meeting of the PLANNING COMMITTEE held at the Community Room on Tuesday, 18th December 2007 commencing at 7.30 pm PRESENT: Cllr

Three members of the public. _________________________________________________________________________ OPEN FORUM: Mr and Mrs Hewitt from Little Pickett, Church Road, Cookham Dean spoke against the retrospective planning application 07/03099. They demonstrated the height of the raised garden by placing a chair on the bar of the Community Room and inviting a Councillor to stand on this chair to show how their neighbours can look into their home. In addition the neighbours have installed an 8ft high gazebo approximately 2ft from the boundary with a finished height of 18ft. The Council were informed that the people who had done this work had now sold the property to some new neighbours who were an innocent party in this dispute but may have to bear the cost financially if the Council voted against the retrospective application. Mr Edwards (Pln appn 07/03122) then asked the Clerk to confirm that the documents he had received from RBWM show that he had been paying council tax on this separate dwelling attached to his property for the last four years. Therefore, this application for a Certificate of Lawfulness was no longer relevant. 1. APOLOGIES AND DECLARATIONS OF INTEREST: Apologies were received from Cllrs Jean Stretton, P. Brockwell, D. Fry, M-L. Kellaway and M.Wellman. Cllr Innes declared a personal interest in Pln Appn 07/03159; Cllr Barnes declared a personal interest in 07/03099 and 07/03122. Cllr Harris declared a personal interest on 07/03116 and Cllr John Stretton declared an interest as a member of the Borough Planning Panel and reserved the right to change his mind at a later stage. 2. LIST OF ROADS FOR HIGHWAY RE-SURFACING WORKS FOR 2008-2009:
The Councillors recommended the following roads to be included in the
provisional list for 2008 – 2009. Long Lane and Westwood Green were at
the top of the list; followed by: Burnt Oak, Windmill Road, Hillcrest Ave,
Lyndhurst Ave and Vivien Close. It was also requested that Hills Lane and
Southwood Road should be re-surfaced due to poor workmanship the first
time round. (Cllr Fry asked the Clerk after the meeting to include New
Road on the listing.) 4. STRATEGIC
HOUSING LAND AVAILABILITY ASSESSMENT – PRACTICE GUIDANCE AND ANY SITES
TO PROMOTE FOR DEVELOPMENT. The Parish Council felt that the list of comments on possible
development sites within the parish of Cookham, previously submitted to
RBWM during the first round of consultations of the Local Development
Framework, had not significantly changed. The Clerk was asked to refer
RBWM to this document. Cllr Ricardo commented that the number of housing
concentrated in East Berkshire was disproportionate to the numbers planned
for West Berkshire. 5. CHAIRMANS
SUBMISSIONS:
The Clerk up-dated the Council on the difficult situation with Cookham
Rise Primary School and the issue of the trees planted on the leased part
of the playing field. The Clerk had written to the school to inform them
of the concerns regarding the risk of tree roots infiltrating the sewage
pipes and the recommendations of the arboricultural officers at RBWM that
the trees should not really be planted so close to these drains. The
Headmistress had responded asking to whom the School could appeal to
because they had planted the trees on the advice of RBWM. The Clerk had
drafted a reply which was duly approved by the Council. The meeting closed at 8.40pm
