Minutes of a Meeting of the PLANNING COMMITTEE held at the

Community Room on Tuesday, 22nd April 2008 commencing at 7.30 pm

OPEN FORUM – Mr David Parr of Burnt Oak spoke for many residents regarding the proposed development on land adjacent to Hedsordene (Pln Appn 08/00746). He said that the access from this road was less than 5 metres away from the railway. The entrance to the lane itself is too narrow for a fire engine. He also spoke of the frequent sewage problems experienced by many residents in Burnt Oak and said that adding yet more houses to sewage pipes only 9 inches wide would increase the likelihood of more sewage overflow. At present the residents have suffered four overflows in the last thirteen months – a clear indication that the infrastructure cannot cope. Residents also expressed their worries for the safety of cars queuing over the railway line whilst a vehicle turns off to the Hedsordine site. The road bends and traffic would have no time to stop before the railway crossing thus increasing the risk of being stranded in the path of an oncoming train.

The Chairman asked the permission of the Council to move Pln Appn 08/00746 to the front of the agenda.

 

1.                  APOLOGIES AND DECLARATIONS OF INTEREST: Apologies were received from Cllr John Stretton who was at the Town Hall for a meeting. Apologies also from Cllrs Jean Stretton, M. Wellman and R. Piercey. All Cllrs declared a personal interest in Pln Appn 08/ 00746 with the exception of Cllr Fry and Barnes. Cllr Ricardo declared a prejudicial interest in 08/00746. Cllr Brar declared a personal interest in Pln Appn 08/00838 and Cllr Innes declared a personal interest in Pln Appn 08/00822.

3.                  APPROVAL OF VOLUNTEERS TO WORK ON THE VILLAGE DESIGN STATEMENT: The volunteers were approved by the Council to work on the Village Design Statement. Cllrs Coker and Barnes requested a change made to the Terms of Reference for the Working Groups due to review the Cookham Plan. The paragraph would read: “All Volunteers will be expected to declare an interest in those aspects of the plan in which they may have a personal or prejudicial interest. Any declared interest must be minuted to enable Cookham Parish Council to take this into consideration when reviewing revised proposals. This declaration will not affect the rights of those with a personal interest but will of those declaring a prejudicial interest.”  The first sentence under the Finance section was also deleted. The Councillors AGREED to the Terms of Reference wording with these amendments. The vote was: IN FAVOUR = 7, AGAINST = 1, ABSTENTION = 1. The Councillors were also given a copy of the revised Remit document for the new Traffic and Transport Working Group.

4.      CHAIRMAN’S SUBMISSIONS: Cllr Fry volunteered to attend the Borough Panel Meeting on Wednesday 30th April 2008 to speak for two applications – tonight’s Planning Application at Hedsordene and the other at 2, Whyteladyes Lane.
