of a Meeting of the PLANNING COMMITTEE held at the Community Room on Tuesday, 22nd July 2008 commencing at 7.30 pm PRESENT: Cllr H.J. Woodbridge (Chairman),

member of public. _________________________________________________________________________ OPEN FORUM Mr P. Ovstedal of Lightlands Cottage spoke about his concerns regarding Pln Appn 08/01608. He said the proposals were bulky, overly large and un-neighbourly. His garden would now be overlooked and he was also concerned that the extension would go so close to his boundary to threaten the viability of the mature golden hedge. He said these proposals would create a three storey home whereas the building style in this area was predominantly chalet-style homes. It was AGREED to bring Pln Appn 08/01608 to the front of the agenda. 1. APOLOGIES AND DECLARATIONS OF INTEREST: Apologies were received from Cllr Hewer. Cllr Ricardo declared a personal interest in item 3 on the agenda. Cllr Fry and Harris declared a personal interest in item 5 on the agenda. Cllr John Stretton declared an interest as a member of the Borough Planning Panel and reserved the right to change his mind at a later stage. Cllr Piercey declared a personal interest in Pln Appn: 08/01673. Cllr Barnes declared a personal interest in Pln Appn: 08/01551. 2. PLANS CONSIDERED & DISCUSSED:

TO RESPOND TO A REPORT FROM ENTEC UK RE: THE EA APPLICATION
TO DELETE MAIDENHEAD DITCH WIDENING WORKS: Cllr
Ricardo said that the North Maidenhead Bund would protect Cookham for a
1:60 year flood but not for any more severe flooding. The extra
development in Cookham Rise will also 671 add to the flow in the Fleet ditch placing even more low-lying parts
of Cookham Rise at risk. Cllr Wellman said that once construction is
complete, the area would be enhanced. Concerns were also raised on the
maintenance aspect. Attention was drawn to the Water Course Maintenance
scheme mentioned in the Entec report. The view of the Parish Council was
that planning permission should be granted and that cost should not
compromise the safety of Cookham properties. 4.
TO APPROVE THE ANNUAL ACCOUNTS FOR 2007-2008 FINANCIAL YEAR
Cllr Fry attended the last meeting of the Finance and General Purposes
Committee and wanted to encourage other Councillors to show more interest.
On the proposition of Cllr P. Brockwell, seconded by Cllr John Stretton,
it was AGREED unanimously to approve the accounts for the 2007-2008
Financial Year. 5.
TO CLARIFY THE RENT INCREASE IN THE 280 POLES OF GRAZING LAND
AT ALLEYNS LANE ALLOTMENTS: Due to
confusion on the actual figures agreed, it was necessary to reappraise
this item to clarify the increase. The recommended increases were based on
the sums paid by current allotment tenants who pay £10 for ten poles. On
the proposition of Cllr John Stretton, seconded by Cllr M. Innes, it was
AGREED to charge the following increases: Year 1 - July 2008 2009 an
increase of £75 (on the £25 currently being paid). Year 2 - July
2009-2010 an increase of a further £100 and in Year 3 - July
2010-2011 an increase of £80 to bring the total to £280 for the 280
poles. This was AGREED unanimously. 6. TO CONSIDER THE NEXT ACTION FOR THE SURVEY ON ROAD SAFETY FOR WHYTELADYES LANE FROM CLLR HEWER: Although Fiona Hewer had presented the survey prior to becoming a parish councillor and was currently away on holiday the Clerk had promised to put the item on the agenda of the next available meeting. Cllr John Stretton spoke of his dismay that the survey results should include an attack on the Conservative-run administration at the Town Hall. He disputed the view that the Conservatives did not care about road safety. Cllr Stretton also referred to the accident statistics that claimed a total of three accidents over the past five years. Cllr Brar then challenged Cllr Stretton and said that he was now being political. She called to defer the item until Cllr Hewer was present. Cllr Fry queried whether the survey was the initiative of Cllr Hewer. Cllr Coker said that the statistics did not include the number of near misses in Whyteladyes Lane. After much confusion the following proposal was agreed. Cllr Fry proposed to keep the survey results on file and to address the issues at the same time as the Parish Council reviewed the forthcoming proposals from the new Traffic and Transport Working Group. This was seconded by Cllr Kellaway. VOTE: IN FAVOUR = 11, ABSTENTION = 3. 7.
CHAIRMANS
SUBMISSIONS: The
Chairman agreed to allow Cllr Brar to raise a second proposal that was not
on the agenda. Cllr Brar proposed to present the petition to the Town Hall
with no comments from Cookham Parish Council either in support or against
the survey. It was AGREED to present the petition part of the survey to
RBWM. VOTE: IN FAVOUR = 8, ABSTENTION = 6. The meeting closed at 9.10pm |
