COOKHAM PARISH COUNCIL Minutes
of a Meeting of the PLANNING COMMITTEE held at the Community Room on Tuesday, 23rd September 2008 commencing at 7.30 pm PRESENT: Cllr H.J. Woodbridge (Chairman), Cllrs
P. Brockwell, G. Harris, M. Innes, R. Piercey, D. Ricardo and
M. Wellman. Also
present: Three
members of the public. _________________________________________________________________________ OPEN FORUM Cllr D. Ricardo spoke from the public gallery about Pln Appn 08/02108. He stated that there had been no neighbour consultation for himself; the plans affect his property; the site does flood and the photos show the site under water as a 1:50 year flooding event. He said that this application would place his property, Moor Hall and houses on the south side of School Lane at even greater risk. Cllr Ricardo also stated that there was at present no dry escape route and the Causeway was not regarded as dry in the recent Government Inspectors report on White Place Farm. Mr Phil Sermon then spoke in detail about his objections to Pln Appn 08/02069. In summary he said that this application would result in an even larger property than the extension that was already approved. He spoke of a 56% increase in size and the character of the whole area which had been largely unchanged for 120 years. If this property was demolished it would affect the other dwellings as they were intrinsically linked. This property was the Gatehouse to the estate and as such held significant historical interest. The application planned to rebuild the home as a four storey property which could set a dangerous precedent as well as being contrary to policies GB1,GB2,GB3 and GB4 of the local plan and DP3 and EN4 of the Berkshire Structural Plan. Mr John Kellett also spoke to endorse the comments from Mr Sermon and to request that the Parish Council consider turning this application down. 1. APOLOGIES AND DECLARATIONS OF INTEREST: Apologies were received from Cllrs M. Brar; M. Barnes; Jean Stretton; M. Coker; F. Hewer; and M. Kellaway. Cllr John Stretton was at the Town Hall on Borough business. Cllr D. Fry was attending the RBWM Townscape workshop on behalf of the Parish Council. Cllr H. J. Woodbridge declared a prejudicial interest in Pln Appn 08/02069 due to the number of phone calls from the applicant. Cllr Woodbridge was taking this stance because he could not be sure that he had not endangered his impartiality with these phone calls. Cllr Ricardo declared a prejudicial interest in Pln Appn 08/02108. Cllr Innes requested that Pln Appn 08/02069 be brought to the front of the agenda. The Council agreed. 2. FOUR EXTRA STREET LIGHTS IN HIGH ROAD,
COOKHAM RISE AT A COST OF £2796.84: The
Councillors AGREED to go ahead with four out of the five streetlights.
Lamp 3 outside Southview Cottages would not go ahead as the majority of
the residents in this part of High Road were against the extra lighting.
The proposal was made by Cllr M. Wellman and seconded by Cllr P. Brockwell.

CHAIRMANS SUBMISSIONS: The Chairman
referred to his decision to take a prejudicial interest in the Planning
Application at Mount Lodge. He reminded Councillors that if they receive
phone calls from applicants, to be very careful what they say. The Clerk
referred to a recent email from BALC that included news of the next
training day on Chairmanship Skills; a letter from the Governments
Planning System Improvement Division with amendments to Permitted
Development the Clerk will copy for all Cllrs and notification of a
scheme from BT to adopt a red phone box as a landscape feature. The Clerk
would respond by the deadline of 1st October as the Parish
Office had not been notified directly from BT. The meeting closed at 8.56pm.
