Wellman. _________________________________________________________________________ OPEN FORUM – Cllr Coker spoke from the floor to query the signage at Cookham Station that are either so small they cannot be seen or missing altogether. Cllr Brockwell reported back the next morning that the signs are so small (A4 size) that they are easily missed by train passengers. The Clerk would write to Network Rail to see if larger signs could be supplied. 1. APOLOGIES AND DECLARATIONS OF INTEREST: Apologies were received from Cllrs M. Barnes; John Stretton; Jean Stretton; R. Piercey and Cllr Hewer who was representing the Parish Council at a meeting to discuss a new Flood Forum. There were no declarations of interest but the Chairman had spoken to planning about the fact that Cookham Parish Council owns Stonehouse Common which is adjacent to the property in Pln Appns 09/01322 and 09/01324. The Officer advised that this should be noted when we present our comments to the relevant Case Officer. 2. PLANS CONSIDERED & DISCUSSED:
3. DEFRA CONSULTATION DRAFT BILL ON FLOOD MANAGEMENT: Cllr Ricardo confirmed that this draft Bill is due to be discussed at the Cabinet Meeting on 23 July 2009. Any comments from the Parish Council’s should be with DEFRA by 24 July 2009. There was frustration that the Parish Council had not received notification of this draft bill. There were 180 questions on flooding but not all of these were relevant to Cookham. Cllr Ricardo had read the draft bill and would formulate his own answers to the questions. This would be his personal response. Cllr Ricardo was concerned that the EA seemed to be passing their responsibility to the Local Authorities but there was no funding from Government to do this extra work. Cllr Hewer was attending a meeting of the riverside parishes to discuss a new Flood Forum. It was AGREED that there was no time for the other Councillors to read this draft bill and make comments by the end of the week. The Clerk was asked to respond to RBWM to state our concerns over the lack of notification. Cllr Ricardo and Hewer were invited to make their own personal comments if they wished. Cllr Kellaway said that Cookham Parish Council should be prioritised for information on flooding issues in the future. 4. CHAIRMANS SUBMISSIONS: The Chairman confirmed that the Post Office in Cookham Dean will be opening at The Jolly Farmer public house from 11th August 2009 for two afternoons a week – Tuesday and Thursday – 15:00 to 17:30. Eighteen metres of fencing around the play area on the Alfred Major Recreation Ground had been smashed. It would appear to be vandalism as the wood was physically broken and a beer can was found amongst the debris. Steve Taylor made the wood and the site safe. The incident had been reported to the police. The need for CCTV was even more necessary. The Chairman mentioned that possible monies could be obtained via the Community Safety Capital Fund. Bids would have to be with Brian Martin by 14th August and must be spent by February 2010. It was agreed to make this an item on the next Full Council meeting. The student due to be used by the Village Design Statement team had to be discussed with our internal auditor, Barrie Dancer. It was AGREED that the Clerk would try to set up an Emergency meeting to make sure that the Parish Council had all the legal papers associated with using this person correctly in place before any approval could be given. The meeting closed at 9pm.
