Minutes of a Meeting of the PLANNING COMMITTEE held at the

Community Room on Tuesday, 18th August 2009 commencing at 7.30 pm

 

PRESENT:       Cllr M. Barnes (Vice Chairman),

Cllrs P. Brockwell, M. Coker, G. Harris, F. Hewer, M. Innes, D. Ricardo, Jean Stretton, John Stretton, M. Wellman and H. J. Woodbridge.

 

ALSO PRESENT: Two members of the public.

OPEN FORUM – Mr and Mrs Loveday were attending to listen to the decision on Pln Appn 09/01510. They were happy to answer any questions on this application. Cllr Wellman wanted to know whether one of the properties would be used for care of elderly members of the family. They replied that this would not be a scenario as far as their parents were concerned. Their children had gone to college and they may consider letting one of the cottages or possibly selling. Mr Loveday asked whether the Parish Council was aware of the recent power of well-being that Parish Council’s were now able to execute. The Clerk replied that the detail of this power was still being decided but early indications were that the criteria to use this power would be beyond many Parish Councils at the present time.

 

1.                  APOLOGIES AND DECLARATIONS OF INTEREST: Apologies were received from Cllrs Brar, Fry, Piercey and Kellaway. Cllr John Stretton declared a personal interest in Pln Appn 09/01467 and also an interest as a member of the MDC Planning Panel where he reserves the right to change his mind at a later stage of any applications. Cllr D. Ricardo declared a personal interest in Pln Appn 09/01508. Cllr M. Barnes declared a personal interest in Pln Appn 09/01467.

It was AGREED to move Pln Appn 09/01510 forward to the top of the agenda.

3. COMMUNITY CASHBACK SCHEME:  The Clerk had looked at the web site and the applications for the Thames Valley area was now closed. An email would be sent asking for notification if any funds should become available later in the financial year.

 

4.                  SPEED LIMIT REVIEW BY RBWM: Cllr Colin Rayner was conducting a survey amongst Parish Councils and members of the public on the way forward for traffic issues throughout the RBWM area. The questions ask for Councillors’ views on current speed limits, use of speed cameras – should they be retained, removed or replaced; various methods of traffic calming and enforcement of any speed changes. Cllr Kellaway had sent an email through to state that the speed limit throughout the parish should be 30mph. Cllr Fiona Hewer reminded the Parish Council of the survey she presented to the Parish Council last summer. She mentioned the portable SID camera which was one of the actions that had come from the revised Traffic and Transport section of the Cookham Plan. Cllr Wellman had a map of colour-coded roads which he would be sending as his response to this survey. Cllr Ricardo said that speed limits outside all schools should be 20mph. Cllr Harris wanted a blanket speed limit just for Cookham Dean. Cllr Barnes recommended that Councillors use their own local knowledge of their area to formulate their own individual replies.  It was AGREED that the Clerk would send a letter of thanks to Cllr Rayner informing him of this decision.
