COOKHAM PARISH COUNCIL Minutes
of a Meeting of the PLANNING COMMITTEE held at the Community Room on Tuesday, 22nd September 2009 commencing at 7.30 pm PRESENT: Cllr D. Fry (Chairman), Cllrs

Ricardo, Jean Stretton, H. J. Woodbridge and M. Wellman. IN
ATTENDANCE: Sonia Kapur (Maidenhead Advertiser) and 16 members of the
public. _________________________________________________________________________ The evening began with a presentation to the winners of the Gardens in Bloom competition. First prizes were awarded to: Cookham Dean - Mrs Betty Bond; Cookham Rise - Stephanie Shortland; Cookham Village – Joy Galloway. The winners of the Allotment Competition were also awarded. First prize winners included: Deanna Andrews – Sutton Allotment; Mr B. Jones – Cookham Rise Allotment and Mr J. Gurney – Cookham Dean Allotment. OPEN FORUM – Mr James Barlow made a few comments about the state of the allotments at Cookham Rise. He said that many of the plots were not in a state to be let with plastic, metal frames and other rubbish. He was quite happy to join a task force that could clear the site for the future. Cllr Harris apologised for the oversight. The Clerk advised that it was not possible to take a skip over the Alfred Major to the allotments. The skip lorries were so heavy that the company would not take them off a hard surface. David Ricardo then spoke about the Marlow Flood Alleviation Scheme and the meeting he attended on Monday night at Bisham Parish Council. Mr Ricardo felt that the EA had little confidence that the scheme in Marlow would work and he urged the Council to arrange a public meeting with the EA as soon as possible. Apparently a planning application was imminent. Mr Ricardo declared that under the scheme, more homes in Bisham were likely to be flooded in order to protect Marlow on the other side of the river. 1. APOLOGIES AND DECLARATIONS OF INTEREST: Apologies were received from Cllrs Brockwell; Barnes; Piercey and John Stretton who was attending a Borough meeting at the Town Hall. RESPONSE TO THE DRAFT SCOPING REPORT
ON THE SUSTAINABILITY APPRAISAL OF THE COOKHAM VILLAGE DESIGN STATEMENT:
Cllr Hewer had drafted an in-depth response to this document which was
circulated to all Parish Councillors and has been in public consultation
since the beginning of August. She congratulated members of the VDS
Working Group for their efforts. Cllr Hewer then read through her comments
and explained key points along with her reasoning. Cllr Fry thanked Cllr
Hewer for her excellent work. On the proposal of Cllr Brar, seconded by
Cllr Coker, it was AGREED unanimously to adopt this response to the draft
Scoping Report for the Sustainability Appraisal. 4. ADOPTION OF THREE RED TELEPHONE KIOSKS FOR £1 EACH: BT Payphones has written to invite the Parish Council to adopt three red telephone kiosks that will no longer be used as public telephones. Two of the telephone boxes are listed buildings: outside the Stanley Spencer Gallery and Dean Lane in Cookham Dean. The other kiosk is situated outside empty building that used to be the Cookham Dean Post Office. The telephone boxes are being offered to the Parish Council for the sum of £1 each. Cllr Ricardo queried the insurance cost of these kiosks. Cllr Wellman asked whether there would be any rental charge for the land under the kiosk. Cllr Woodbridge and Cllr Stretton thought that this would be a great opportunity preserve some iconic structures in the parish. They would of course require continued maintenance. On the proposal of Cllr Hewer, seconded by Cllr Woodbridge it was AGREED unanimously to adopt the three telephone kiosks. 5. IDEAS FOR THE MOST INNOVATIVE USE OF AN ADOPTED KIOSK COMPETITION RUN BY BT – Cllr Fry thought the three primary schools may like to take on the maintenance of one kiosk each. Cllr Hewer liked the idea of tourist information and maps of the locality in the kiosk outside the Stanley Spencer Gallery. Cllr Wellman suggested that flood information could also be included. It was AGREED to come back with more suggestions once the Parish Council had secured the kiosks.
6. CHAIRMAN’S SUBMISSIONS: RBWM were again requesting suggestions for road and footways that may need to be added to the list for re-surfacing in the 2010/2011 financial year. Councillors were invited to submit their requests to the Clerk to collate and forward to the Highways Department. Cllr Brar brought up the problem of one disabled parking space outside the Nationwide Building Society. The Clerk was asked to send an email to Neil Walter at RBWM to request his advice. The meeting closed at 8.50pm.
