PARISH COUNCIL Minutes
of a Meeting of the PLANNING COMMITTEE held at the Community Room on Tuesday, 20th October 2009 commencing at 7.30 pm PRESENT: Cllr D. Fry (Chairman), Cllr M. Barnes

public. _________________________________________________________________________ The meeting began with a presentation from Jim Peck and the Environmental Committee of the Cookham Society on their ideas to improve parts of Cookham. Topics covered included:
Cllrs were allowed a short time to put forward their questions regarding this presentation. OPEN FORUM – Mike Wellman spoke as a representative of the Social Club. He said that the footpath outside the Social Club has had two bollards knocked over for some time and the railings have been tied up with hazard tape and not attended to since. Cars are now parking where one of the bollards used to be and the situation could get very dangerous. Cllr John Stretton had contacted StreetCare but nothing had been done as yet. The Clerk would try her contacts at the Town Hall to get some action. Cllr Martin Coker spoke to thank the Parish Council for their good wishes and for the flowers following his illness. Cllr Coker also mentioned a difficult Governors Meeting at Cookham Rise Primary School where concern was expressed at the articles involving CCTV on the site of the school. The Clerk was asked to write a letter to explain the situation. 1. APOLOGIES AND DECLARATIONS OF INTEREST: Apologies were received from Cllr H J Woodbridge. Cllr John Stretton declared an interest as a member of the MDC panel and reserved the right to change his mind at a later stage. 2. PLANS CONSIDERED & DISCUSSED:

RESPONSE TO ANNUAL LTP ROADS AND
FOOTWAYS PROGRAMME FOR 21010-2011: The
Councillors verbally put forward suggestions for inclusion in next
year’s re-surfacing programme: Cookham High Street; Long Lane; Hillcrest
Avenue; Lyndhurst Road; Bridge Avenue; Bottom of Whyteladyes Lane to Dean
Lane; Southwood Gardens paths and the paths at the top of Southwood Road.
Cllr John Stretton said that Cookham High Street was due to be re-surfaced
very soon. 4. RESPONSE TO EMAIL FROM HELEN LEONARD FOR PARISH COUNCIL TO FUND THREE NEW TREES AT BURNT OAK: Cllr John Stretton confirmed that the trees were rotten and needed to be removed. The rot starts high up in the tree and makes the branches unsafe as the disease works down. Cllr Wellman said that the this was not in the budget however if the Council had to pay for three new trees, they should get three trees to plant in the new extension of the Cemetery. RBWM could purchase the new trees in the next financial year. Cllr Hewer had concerns on offering to pay for the trees and she queried the decision-making process which decided to remove the trees without consultation with the Parish Council or the residents. She felt the Parish Council should not reward RBWM by sweeping up their mistakes. Cllr Fry felt that the trees would be appreciated by the residents of Burnt Oak and it would a good deed by the Parish Council on this occasion only. Cllr Harris felt that the Parish Council should not get involved. He said that RBWM could re-plant in March which is nearer to their new financial year. It was proposed by Cllr Barnes, seconded by Cllr Coker to offer to purchase the three new trees for Burnt Oak in return for three new trees planted either in the Cemetery or the Alfred Major Recreation Ground. Cllr John Stretton asked for a named vote. VOTE: IN FAVOUR = Cllrs Piercey; Mary-Lou Kellaway; John Stretton, Jean Stretton, Wellman; Barnes; Fry; Hewer; Brar and Innes. AGAINST = Cllrs Ricardo and Harris. ABSTENTION = Cllr Pat Brockwell. 5.
CHAIRMAN’S SUBMISSIONS: Cllr
Fry expressed concern that the cost of printing the paperwork for the
Marlow Flood Alleviation scheme was costing the tax-payer a lot of money.
The Clerk told Kall Kwik to stop printing at 600 pages. Cllr Ricardo felt
that this was good value and worked out at around £2 per house. Cllr
Wellman reminded the Parish Council that RBWM would be
stopping all paperwork in the new year and this would be a problem that
could increase in the future. The Clerk announced the coming BALC AGM on
Saturday 7th November. She also mentioned a meeting with Dave
Perkins to discuss the operational aspects of dealing with a flood on
Thursday 29th October at 2pm. The meeting closed at 9.15pm. |
