APOLOGIES AND DECLARATIONS OF INTEREST: Apologies were received from Cllrs Jean Stretton; John Stretton: M-L Kellaway and R. Piercey. Cllr M Coker declared a personal interest in Pln Appn 09/02248. MEETING WITH DAVE PERKINS TO DISCUSS
EMERGENCY OPERATIONS FOR FLOODING IN COOKHAM :
A report detailing the main points of the meeting had been sent with the
agenda. Cllr Woodbridge commented that the report was excellent but
queried the ownership of the tarmac. The Clerk confirmed from a previous
email from David Oram that RBWM would take responsibility for tarmac the
entire length of the Causeway including the bridge. It was now
well-established that the National Trust will not formally agree ownership
of any part of the Causeway in writing 902 although
seem quite happy to do so verbally. Cllr Hewer also attended this meeting
and thought it was constructive. She asked the Clerk to chase RBWM to
ensure that the promised Risk Assessment would be complete by the end of
November. 4. MEETING WITH DAVID SWANN TO DISCUSS MARLOW FLOOD ALLEVIATION SCHEME: Cllr Brockwell thought David Swann was a poor speaker. Cllr Wellman thought the meeting was constructive and was supportive of the Marlow Flood Alleviation Scheme in principal. He could understand the worries of Cllr Ricardo. It was noted that Mr Swann and his colleague, Graham Croucher, were now in favour of holding a public meeting in Cookham. Cllr Coker was still awaiting an email of the powerpoint presentation – the Clerk would request this. Cllr Hewer said that Mr Swann and Mr Croucher were not sure at first why Cookham should be affected by the scheme. By the end of the session, they took away seven questions to answer the Cllrs’ worries for Cookham residents. In particular, PPS25 requires the EA to demonstrate that the scheme would not increase the risk of flooding for other areas in order to achieve planning permission. Cookham Parish Council has supported the RBWM request for an independent flood risk assessment. 5. APPROVAL OF ANNUAL CHARGE OF £300 TO RETAIN TELEPHONY IN THE RED KIOSK OUTSIDE THE SPENCER GALLERY: The Clerk has been frustrated in her attempts to register an interest in these red kiosks. Emails had not been answered; the web site was not working and a letter had been sent to BT as there is no number to call. There are two schemes on offer – the adopt a red kiosk for £1 and the sponsorship deal. Cookham Parish Council wished to adopt the kiosk in Dean Lane and Bigfrith Lane outside the old post office. The Parish Council expressed a desire to retain the telephone for emergency purposes in the kiosk outside the Stanley Spencer Gallery. This was known as sponsoring a phone box and would cost £300 annually. However, this was now further complicated by an email sent out by Graham Stallwood stating that the retention of the telephones in certain boxes would continue without charge. The Spencer Gallery box was one of these. The Clerk was asked to follow this up with the Town Hall. The decision was also made to agree in principle to sponsor the kiosk outside the Spencer Gallery if there was no alternative as quoted by RBWM. 6. CHAIRMAN’S SUBMISSIONS: The Clerk informed the Council that there were plans for another “Rock the Moor” concert in the spring bank holiday. A letter had been received from Helen Leonard regarding the felled trees in Burnt Oak – it seems that some money has now been found to replace these trees this winter. The meeting with Tim Slaney on Wednesday 25 November had been changed from 4.30pm to 4pm which was inconvenient for some Councillors. There was also an important DALC meeting to discuss the Lower Thames Flood Risk Strategy and a response by 4th December. The meeting closed at 8.55pm. |
