COOKHAM PARISH COUNCIL

Minutes of a Meeting of the PLANNING COMMITTEE held at the

Community Room on Tuesday, 3rd June 2003 commencing at 7.40pm.

M. Innes, R. Piercey, A. Prichard, M.Wellman.

In Attendance: Cllrs M. Brar, D. Ricardo, M.Cubley (RBWM), PC. Val de Haan, Simon Pratt (Sustrans), Jane Griffiths (Maidenhead Advertiser) and 12 members of the public.

OPEN FORUM:

Mr David Milburn spoke to raise his concern over planning applications 03/40329 and 03/40330. He was concerned that the proposals were an over-development of the site and the building plans on 03/40330 went over a neighbour’s sewer. The Clerk informed him that the 5-bed dwellings on this application were actually 3-bed dwellings – this was an error from RBWM. Michael Edwards from 9 Cannondown Cottages and Steven Southernwood from 10 Cannondown Cottages were both worried about road safety, the lack of parking and light pollution should these proposals be permitted. Cllr Woodbridge said the Planning Committee would note their concerns for later in the evening.

APOLOGIES AND DECLARATIONS OF INTEREST:

The Clerk recorded apologies from The Chairman and Cllrs Fairlie and Stretton. Cllr Prichard proposed that Cllrs Brar and Ricardo should be permitted to listen to the Planning Meeting but would take no active part in the discussion or the voting. There were no declarations of interest.

(Listed Building Consent).

No.1, KEELEYS COTTAGE,

High Street, Cookham.

C. McCaffrey.

The planning applications for KEELEYS COTTAGE were not discussed tonight due to conflicting advice from RBWM. It was agreed to put them on the Planning Agenda for

our next meeting on 17th June when we hope to receive some definitive guidance as to whether the boundary dispute affects the planning application on this property.

03/40284

Demolition of existing 4 bay garage & erection of a 2 storey extension & detached single garage.                                      THE COACH HOUSE, Mill Lane, Cookham.

Mr.& Mrs D Butler.

NO OBJECTION

Cookham Parish Council have no objection as long as the development is in keeping with the existing building in terms of matching materials. The development must also be no higher than the existing building.
03/40274

Construction of 2 storey front extension with dormer window.

LANGROVE, School Lane, Cookham.

Mr. & Mrs. Salter.

OBJECTION

Cookham Parish Council do not approve any development in the flood plain. The Parish Council is awaiting official guidance from RBWM as to whether we should continue adhering to the Local Plan or whether we should now follow a revised flood plain map in our parish.

VOTE: In favour = 9, Object = 1.

03/40307

Single storey side & rear extension & front porch.

VOTE: In favour = 6, Against = 1, Abstention = 3.
03/40329

Erection of 4 No. terraced 2-bedroom dwellings.

LAND BETWEEN 12 & 13 CANNON DOWN COTTAGES,             Maidenhead Road, Cookham Rise.

Simmonds Partership.

OBJECTION

Cookham Parish Council object to this proposal on the grounds of DG1. The proposal would harm the character of the surrounding area through development which is cramped and un-neighbourly. The Parish Council is also concerned about the lack of adequate parking. This road is regularly used as a short cut and has a 40mph speed limit immediately outside the planned development. Any further parking will hamper through traffic and make this an accident black spot.

03/40330

Erection of 1x 2 bed & 2 x 5 bed terraced dwellings.

LAND BETWEEN 8 & 9 CANNON DOWN COTTAGES,

Maidenhead Road, Cookham Rise.

Simmonds Partnership.

OBJECTION

Cookham Parish Council object on the grounds of Policy DG1 and have the same concerns as for appn 03/40329. Also the proposals seem to indicate building over a neighbour’s sewer.

AMENDED PLAN

03/40062

upstairs (Listed Building Consent).

OTHER ITEMS

PROPOSED DIRECTIONAL SIGN – INN ON THE GREEN

Cllr Brockwell proposed that we object to the location of the sign near the War Memorial because it would spoil the undeveloped character of The Old Cricket Common. This was seconded by Cllr HJ Woodbridge and voted for unanimously.

Plans for land adjoining Water Pumping Station, Whyteladyes Lane

Cllr Wellman commented on the areas off Whyteladyes Lane that were possible sites for new housing. Another 77 houses could be built in this area of Cookham Rise. It was felt that all these small areas of development could result in gradually pushing Cookham towards Maidenhead. It was agreed that the Clerk would write a letter to Geoffrey Copas to state these views and to reassure him that Cookham Parish Council would discuss these ideas more fully in the future.

The meeting closed at 9.15pm.
