Minutes of a Meeting of the PLANNING COMMITTEE held at the

Community Room on Tuesday, 6th April 2004 commencing at 7.30 pm

 

PRESENT:       Cllr H.J. Woodbridge (Acting Chairman) Cllrs  P. Brockwell,  M. Coker,  S. Fairlie,  A. Hay,  G. Harris,

A.     Prichard, M.Wellman and S. Saintclair-Abbott.

 

In Attendance:  Cllrs M. Brar and D. Ricardo (RBWM), Kris Mullins (Maidenhead Advertiser)

  and 15 members of the public.

OPEN FORUM:

1.                  Mr D. Fry of Spencers Lane enquired when the road surface of Dean Lane would be repaired following the completion of the Mains Drainage work by the contractors.  Cllr D. Ricardo responded that this was unlikely to take place until next year due to expiry of guarantee.

2.                  Mr N. Probert of High Road, speaking on behalf of the residents present stated that they were opposed to the demolition of the house called ‘Bramleys’ and the erection of two semi-detached houses (Planning Application 04/ 41653).   The new development was of inappropriate size and excessive height (9 metres), would cause loss of privacy to the surrounding neighbours, increase traffic density at a dangerous corner and result in serious parking problems.

3.                  Mrs H. Brodie supported Mr Probert’s remarks and added that the development posed a further problem regarding the safety of children.

4.                  Mr N. Darling amplified the parking problem and stated that at present, cars were parked in front of his access, causing serious problems to his invalid wife.

5.                  Mr M. Wellman (speaking from the floor) raised the problem of speeding traffic at the junction of Hillcrest and Windmill Road and asked if what he considered is a dangerous junction could be marked out by the Royal Borough.  Concern was also expressed over the serious parking problem in this area when football matches were taking place on the Alfred Major Ground.  The Chairman stated that these matters would be considered further at a later date. 

6.                  Mr G. Feeney of ‘The Holt’, Stubbles Lane, stated that his Planning Application 04/41627 had now been withdrawn. The Chairman thanked him for this information and agreed to withdraw the application from the agenda, even though no confirmation had been received from the Planning Officer concerned.

 

1.            APOLOGIES AND DECLARATIONS OF INTEREST: 

Apologies were received from Cllrs: M. Innes, R. Piercey and J. Stretton. Cllrs M. Brar and D. Ricardo declared an interest in the Planning Agenda as they were both Borough Councillors.  Also, Cllr Ricardo declared a prejudicial interest in Application No 04/41624 as he lived adjacent to the property concerned and left the meeting room.

Cookham Parish Council OBJECT to this application on the following grounds:-

1.                There is in-adequate access.

2.                Will result in an increased level of traffic at a potentially dangerous junction.

3.                The development is incompatible with surrounding properties.

4.                The plot is surrounded with high density houses already and the construction of two new dwellings will result in seriously cramped conditions.

5.                The proposal represents over development of the site.

Voting: IN FAVOUR = 8, AGAINST = 1, ABSTENTION = 1  

 

On the proposition of Cllr M. Wellman, it was agreed unanimously that the Parish Council wish to insist that the application is placed before the Control Panel for a final decision rather than be decided by a Planning Officer.

3.            MINUTES AND MATTERS ARISING:            The minutes of the Planning Meetings held on the 2nd and 16th March 2004 were circulated and duly agreed with two corrections. On Page 844 of the minutes of the meeting on the 16th March, Planning Application 04/41554,  the Comment should have read that the new fencing is NOT in keeping with the Conservation Area rather than is in keeping. Secondly, under Application 04/41565, the plural for “Antennae” is “Antennaes”
