Minutes of a Meeting of the PLANNING COMMITTEE held at

Community Room on Tuesday, 17th December 2002 commencing at 7.30pm.

OPEN FORUM

Mike Wellman spoke as a resident to declare a concern that the plans for Appln 02/39598 did not show a large timber Summer House in the garden. He queried whether the summer house should be included on the plans.

 

Mr Mark Fuller introduced himself as the new owner of Inn on The Green in Cookham Dean. He bought the business in October and wished to allay the fears of many residents that his proposed swimming pool, gymnasium and associated works would be the start of a major leisure development. He introduced his chef, Mr Gary Holyhead and said that their intention was to create a premier restaurant that was more concerned with quality rather than quantity. He discussed the dimensions of the pool and felt that the term ‘gymnasium’ was misleading, it was more a small fitness room purely for the use of residents at Inn on the Green. If the plans were passed he was more than willing to put down any conditions and restrictions of use that would reasonably meet the Cookham Dean residents’ wishes.

 

Mrs Joan Sayer who lives at Lynwood also spoke. She wanted to know why the Royal Borough had not sent her a letter. Her neighbour gave her a copy. She also detailed her concerns on excessive noise and the increase in traffic on a small country lane. She felt that the Inn on the Green had already been substantially added to over the years that any further development would be out of keeping with the unspoilt nature of the Common.

 

Mr Fuller stated that he had no interest in loud bands and that he would not be looking to further add to Inn on the Green. He also stated that the retractable garden cover which is currently under appeal at the Royal Borough would also be withdrawn.

 

The meeting opened at 8.00pm.

Cllr M. Wellman declared a prejudicial interest in 02/39598 and would not vote. Cllrs A. Hay and M. Coker declared a personal interest and would take part in the vote. Cllr G. Harris declared a prejudicial interest in 02/39567 and would not vote.

Cllr M Wellman declared that the Council were being asked to vote on an Outline Plan that gave no specific dimensions of buildings and other features. He suggested that the Council should look to comment rather than object or not object. Cllrs Prichard and Woodbridge were convinced that by making a comment the owners of Inn on the Green would have to get full planning permission with a full set of plans. The Clerk informed the Council that she had received eleven letters from the residents of Cookham Dean and the main worries were increase in noise, traffic on a country lane, car parking difficulties and general over-development of an unspoilt area. Cllr Ricardo was concerned that Mr Fuller would move on and leave the property open to further development at a later stage. The Chair insisted that Councillors must not assume what may or may not happen, they must keep to the facts. Cllr Ricardo said that the extra traffic this business would generate was out of keeping in a green belt area.  Cllr Prichard stated that the traffic was worse when the property was the Hare and Hounds as the public house then had no parking. Cllr Innes pointed out that pubs will soon be allowed to open 24 hours a day. Cllr Prichard stated that although the owner is prepared to meet certain conditions – these are not mentioned on the application. Cllr Wellman said that should permission be granted, conditions must also be laid down on the materials used to keep the building in keeping the rest of the property. Cllr Ricardo proposed to object to the plan on the ground of policy GB4 – inappropriate development in a residential area - but this was not seconded.

 

The Chairman proposed that Cookham Parish Council should request a full planning application showing dimensions of the pool, gymnasium and other development before commenting further and voting whether to object or not object. This was seconded by Cllr M. Innes.

Vote: For the proposal = 7, Against = 2, Abstention = 2.

CPC further request these plans are NOT delegated but come back to the Parish Council.

CHAIRMAN’S SUBMISSIONS:

The Chairman raised his concern that despite various emails passing between Cllr Jay and Diana Hills, we have still not received an official reply to our request for Special Dispensation – a letter dated 8th November 2002. He said it was imperative that Councillors should be allowed to continue discussions on the Station Hill project without any risk of legal implications. The Chairman totally refutes any suggestion that the Clerk had led the Council astray after her telephone conversation with Diana Hills. The Chairman said that he also had spoken to Diana Hills before the Council Meeting on 5th November and was assured that if there was any benefit to the Social Club – and if councillors were members of that Club – they should declare a personal or prejudicial interest and not vote.

 

It was decided that the Clerk and the Chairman should write again to Diana Hills and copy the letter to David Lunn in an attempt to clear up any misunderstanding.
