COOKHAM PARISH COUNCIL Minutes of a Meeting of the PLANNING COMMITTEE held in the Community Room on Tuesday, 18th February 2003 commencing at 7.30pm. PRESENT: Cllr H J Woodbridge (Chairman), Cllr M.Wellman (Vice Chairman), Cllrs. R. Arthur, P. Brockwell, M. Coker, S. Garrard, G. Harris, A. Hay, M. Innes, A. Prichard, D. Ricardo, John & Jean Stretton.

Janet and Matthew Palmer asked the Councillors to introduce themselves. Susanne Smith from High Road enquired about the latest amended plans for Whyteladyes Lane. She was assured that the plan was on the agenda for the Planning Meeting that evening. Cllr R. Arthur spoke from the floor as a member of the public to raise his concerns over the proposed extension at 15 Westwood Green. He was concerned that the building guidelines of no nearer than one metre from the boundary line was not being observed. He estimated the first floor to be at least ½ metre too close. Mr Arthur added that encroachment of common access land was repeatedly being seen as residents try to gain larger extensions. Mr Arthur referred to a similar case at 9 Westwood Green some years ago where the result was that the neighbours could no longer get their wheelie bin along the side of their home. Janet Palmer then spoke for her son Matthew to say they were both increasingly worried about the bad and often dangerous parking in Cookham. Janet knew of at least one lady who had recently been knocked over by a reversing car. She enquired if there were plans to put in a pedestrian crossing near Station Hill. The Chairman confirmed that a scheme had recently been given the go-ahead by the Parish Council to put a kerb on the north side of the railway and outside the Social Club which would alleviate the situation. But ultimately, without adequate policing and traffic wardens in the village enforcement of any further parking restrictions were not possible. Norman Bhargava from Spencers Lane then spoke to comment on the amended plans for Whyteladyes Lane development. He said it was still a large building with twelve overlooking windows and the issues remained the same. He requested the continued support of the Parish Council in objecting to this scheme. Sheila Harrison also spoke to say that it remained an over-whelming building. The Planning meeting opened at 7.45pm. APOLOGIES AND DECLARATIONS OF INTEREST: Apologies were received from Cllr. M. Brar. Cllr R. Arthur declared a prejudicial interest in Appn: 03/39832 as a close resident in Westwood Green - and would not discuss or vote. Cllr Prichard declared a personal interest in Appn: 03/39832 as a resident in Westwood Green. Cllr Coker declared a personal interest in amended plan 02/39264. Cllr Harris declared a personal interest in Appn 03/39843 as an employee of Mr Copas. The amended plans 02/39264 were brought forward for discussion for the benefit of the public gallery. AMENDED

Due to many Councillors looking at the 1st amended plans instead of the 2nd amended plans, an Extra-Ordinary Planning Meeting was held on Monday 24th February at 6.00pm to re-evaluate this amended plan – see minutes pages 646 and 647. PLANS CONSIDERED & DISCUSSED
