COOKHAM PARISH COUNCIL Minutes
of a Meeting of the PLANNING COMMITTEE held at The Community Room on Tuesday, 18th March 2003 commencing at 7.30pm. PRESENT:
Cllr H J Woodbridge (Chairman), Cllr M.Wellman (Vice Chairman), Cllrs.
R. Arthur, M. Brar, P. Brockwell, S. Garrard, G. Harris, A. Hay, M. Innes,
A. Prichard, D. Ricardo. Present:
Jane Griffiths (Maidenhead Advertiser) and four members of the public.
OPEN FORUM Cllr Ricardo, speaking as a
resident, brought up two points of concern. He wanted to know how Cookham
Parish Council will contribute to the Flood Risk Action Group (FRAG) set
up by the Royal Borough to investigate the January floods when the Council
has no representative on the Committee. The Chairman noted his concern but
said that Cllr Lawrence was concerned that too many voices on the
Committee would stop decisions being made. Cllr Ricardo also mentioned
Planning Appn 03/39858 – the route of the North Maidenhead Cycle Path
– and why the Council were not informed of the proposed route earlier in
the planning process. Cllr Prichard said that the Marsh Meadow Committee
that he attended was only to discuss the cycle route across Marsh Meadow
– any other area was not his remit. The Clerk spoke of her discussions
with Stephen Blacklock of Groundwork Thames Valley concerning 03/39858 –
the only section of the cycle path to be resurfaced is in North Maidenhead
and will not affect the Cookham Parish at this stage. It was agreed to put
the Sustrans Cycle Path on the agenda for the next Full Council Meeting.
Sue Hardwick spoke to give her
support to the proposals for a Skateboard Park in the Alfred Major. She
said it was not a “here today, gone tomorrow” sport and the young
people of Cookham needed more facilities. Mr Steve Robinson spoke with the
opposite view, he was worried a skate park in Cookham would encourage
gangs from Marlow and Bourne End. He spoke of worries about noise late
into the evenings during the summer and the lack of policing in the Alfred
Major. The Chair acknowledged his worries and assured Mr Robinson that all
views would be considered in the Council’s discussions. The Planning meeting opened
at 7.55pm. Apologies for absence were
received from Cllrs M. Coker, Jean and John Stretton. There were no
declarations of interest.

ITEMS: RBWM LOCAL PLAN: Cllr Wellman had been through the documents and confirmed that most of the first document referred to GB 9 – the major development of major sites including Heatherwood and Legoland – which was of no relevance to Cookham. A second document was now in the Parish Office relating to Planning Guidance for Open Spaces. The Chairman said that this was more relevant to Cookham and contained several inaccuracies including lack of junior football pitches. The Clerk was
asked to contact RBWM to clarify the term “junior” because the terms
“colts” and “youth” can also be used when referring to different
football teams. Cllr Prichard volunteered to look through the Open Spaces
document concerning recreation in the Parish and report his findings to
the Council. The
meeting closed at 8.25pm.
