Minutes of a Meeting of the PLANNING COMMITTEE held at the

Community Room on Tuesday, 3rd February 2004 commencing at 7.35pm.

 

 

PRESENT:            Cllr H. J. Woodbridge (Acting Chairman),

Cllrs. P. Brockwell, M.Coker, G. Harris, A. Hay, M. Innes, M. Wellman.

                       

In Attendance: Cllrs D. Ricardo and M. Brar (RBWM), Jane Griffiths (Maidenhead Advertiser) plus one member of the public.

 

OPEN FORUM – The Chairman opened the meeting by confirming that Mr D. Fry in the public gallery had no wish to speak. 

 

1.                  APOLOGIES AND DECLARATIONS OF INTEREST:

Apologies were received from Cllrs Fairlie, Prichard and Stretton. Cllr Piercey joined us at the end of the meeting and did not vote on any applications discussed. Cllr Innes declared a personal interest in applns 03/40539, 03/40540 and amended plan no. 03/40538. He remained in the room but did not vote.

3.                  MINUTES AND MATTERS ARISING from the Planning Meetings held on

6th January and 20th January 2004: The minutes of both Planning Meetings held in January 2004 were circulated and received with no amendments or matters arising.

4.                        Response to the RBWM Planning Department’s Consultation presented at the meeting on 20th January 2004 by Cllr Vicky Howes and David Trigwell:

The points mentioned at the presentation were discussed and Cllr Wellman read out his notes. He said that he was personally not in favour of delegation but appreciated that the system needed to be more efficient in order to meet Government targets. He also said that it was important that members of the public get their chance to put their comments and objections across at meetings. Cllr Wellman suggested that one way to speed up the process would be to allow Parish Councils to pass the more straightforward applications at local level. He suggested that a Case Officer or Senior Planner could attend the Parish Meeting to endorse the decisions. This would then leave the Case Officers and Borough Councillors more time to tackle the more complicated, less straightforward applications. Cllr Harris added his worry that if greater delegation was given to Senior Planning Officers it could lead to a system open to abuse.

 

It was agreed that the Clerk would draft a reply to David Trigwell and Cllr Howes and present it at the next Planning Meeting on 17th February 2004. The letter is included in the minutes on pages 821 and 822.
