COOKHAM
PARISH COUNCIL Minutes of a Meeting of the PLANNING COMMITTEE held at the Community Room on Tuesday, 2nd March 2004 commencing at 7.35pm. PRESENT: Cllr H. J. Woodbridge (Acting Chairman), Cllrs. P. Brockwell, M.Coker, S. Fairlie, A. Hay, G. Harris, M. Innes, R. Piercey, A. Prichard, J. Stretton, M. Wellman.
In Attendance: Cllrs D. Ricardo and M. Brar (RBWM), Kris Mullins (Maidenhead Advertiser) plus two members of the public. OPEN
FORUM:
Mr Martin Flower of Little Morton spoke of the new planning application
from their neighbours, Brunswick House – Appln No: 04/41462. He and his
wife were still concerned on the size of the garage even though it is now
lower. He felt that his previous comments about the proposals being
un-neighbourly remained with this new application. Cllr John Stretton
spoke from the Public Gallery as a Cookham resident. He complained about
Cllr Ricardo spreading rumours that his wife was ill and in hospital. In
view of the fact that Mrs Stretton was standing for election as a Parish
Councillor, Mr Stretton wished to emphasis that Mrs Stretton is not in
hospital. The Chairman asked both Mr Stretton and Cllr Ricardo to see him
about this. 1.
APOLOGIES AND DECLARATIONS OF INTEREST: Cllrs
Brar and Ricardo declared an interest in the Planning agenda as they are
both Borough Councillors. 2. PLANS CONSIDERED & DISCUSSED:
PLANNING DECISIONS
3.
MINUTES AND MATTERS ARISING: The
minutes and matters arising from the Planning Meetings held on 3rd
and 17th February 2004 were circulated and duly approved with
no amendments or matters arising. Cllr Prichard mentioned the excellent
letter sent by our Acting Chairman, Cllr Woodbridge, in response to the
recent presentation from Mr David Trigwell and Cllr Vicky Howes. 4.
ADDITIONAL ITEMS: Should
the Yellow Planning Notice be a legal requirement? Cllr
Woodbridge spoke to say that the
recent Parish Conference had confirmed that the Yellow Notice is NOT a
legal notice and planners do not have to put this notice on public
display. Neighbour notification, however is a legal duty undertaken by the
Royal Borough. The main problem with this system is that people
concerned or affected by a planning application may not necessarily be
neighbours. Without the Yellow Notice, it is very hard for the public to
know what future development plans are in store for Cookham. The
suggestion at the Parish Conference is to lobby our MP in an attempt to
change the law. Cllr Woodbridge said that the Clerk would draft a letter
for the Council’s approval. The
meeting ended at 8.15pm.
