of a Meeting of the PLANNING COMMITTEE held in the
Community
Room on Tuesday, 22nd July 2003 commencing at 7.30 pm.

Mr.
G Knight of 131, Broomhill expressed his opposition to the proposed
construction of a new detached house at 1, Broomhill on the grounds that
it would be too obtrusive. (Planning Application 03/40497).
Mr.
F Daniels of Lower Road referred to Planning Application 03/40447, where
the Cookham Tavern were proposing an extension of their kitchen &
toilets right up to the boundary with his property and expressed his
strong opposition.
Mr.
D Mathews of Forge Cottage, Dean Lane, spoke on behalf of the large number
of residents attending the meeting
who were opposed to the creation of two three bedroomed cottages at Dean
Farm Garage. He reminded the
meeting that the developer had originally discussed his proposals with the
residents some time ago where their views,
particularly over the height of the buildings, had been noted &
incorporated in the original Planning Application 00/35098.
However, the buildings now being constructed were nothing like the
agreed plan, particularly in regard to their height & building
materials. Furthermore, they
now extended by about 1.5 metres onto the highway, restricting the use of
an already narrow lane. The
site now extended into arable land at the rear, for which no “change of
use” had been sought as far as he knew.
He urged that the Royal Borough should be asked to visit the site
& to also ask if the Highway Authority were in agreement with the
reduced width of the road.
Other
residents fully supported Mr. Mathew’s views & on a show of hands,
43 residents opposed the present development which it was considered
spoiled one of the main beauty spots in Cookham Dean.
Mr.
Sherwood of Cromwell Cottage, Alleyns Lane, asked if the poor state of
Dean Cottage could be bought to the attention of the Royal Borough.
The
Chairman thanked all members of the public who had spoken and promised
that their views would be born in mind by the Council later that evening.

MATTERS:
1.
Community Centre Car Park:
The Chairman noted that the car park in front of the Community
Centre was fully utilised by teachers during school hours with the result
that visitors to the Parish Office & the Library had to park some way
off in High Road. It was
understood that the 8 space car park was originally intended to be used by
visitors to the Community centre, with only a limited use by teachers who
were unable to park in front of the school.
It was agreed that a letter should be sent to the Royal Borough
pointing out the difficulties being
experienced & request that more parking spaces for teachers should be
found elsewhere.
2.
Flood Plain Map: A
new Flood Plain Map had been received from the Royal Borough last week
asking for the Parish Council’s views prior to a meeting of the Cabinet
on the 24th July 2003. Cllr.
S. Garrard stated that David Trigwell (Head of Planning at the Royal
Borough) had volunteered to visit each Parish Council to explain the new
flood plain arrangements as these would be applied to all planning
applications from now on.
After
discussion, it was agreed that the new plan should be accepted subject to
regular monitoring by the Environment Agency.
In view of the limited time available, the Clerk was asked to
E-mail this decision to the Royal Borough on the following day.
