Residents will soon benefit from an enhanced parking enforcement offer after the council appointed a new partner to help keep the borough moving.

The Royal Borough has awarded a contract for provision of parking enforcement on and off street and the operation and management of the council’s car parks to NSL Ltd.

The council agreed, back in 2016, to explore alternative options for delivering the service to meet the increased demand on parking services and improve resilience during large events.

Parking enforcement will now be delivered under a new, more cost-effective operating model, including the ability to better enforce resident parking schemes.

Cllr Carwyn Cox, cabinet member for environmental services (including parking), said: “We have looked long and hard at how best to meet the demand for parking enforcement in the borough and are confident this new partnership with NSL Ltd will lead to a more responsive service.

“Residents and visitors want to know that they can park safely and reasonably in the borough and by delivering parking services differently we will be able to continue to make that happen.

“As with many other service areas we have sought the model best allowing us to provide residents with an excellent service and good value for money.”

Mark Hoskin, Managing Director of NSL, said: “We are delighted to have been appointed to support the Royal Borough’s work in delivering responsive and effective parking services.

“We look forward to building a strong partnership that will deliver improved outcomes for the benefit of all members of the local community.”

The contract, due to begin in December, will initially run for two years with a number of options to extend this subject to delivery.

NSL Ltd was selected following a competitive procurement process.

Does this mean the operator has a financial incentive to issue tickets, thereby creating a conflict of interest?
