Crime: 4 July 2011

One of our persistent and prolific offenders has been remanded by the courts. This is solely as a result of good policework ! Persistent and sustained action by the police, attention to detail and offender monitoring and management. When we do this, we are helped enormously by intelligence received from yourselves. Descriptions received of suspicious characters can be matched by our local CID teams to known offenders. When we are trying hard to target an offender we need every piece of information we can get as to where they were, when they were there and who they were with. Descriptions of clothing are vital to tie someone to a location. All that, we get from you. Our grateful thanks – keep it flowing.

I have had a request from PC Dave Higgs to put out a reminder as a result of a recent incident with which he was involved:

Hi Jeff

An elderly man in my area was visited by a young man, who said he was working for a company called ‘Scambusters’. The elderly man had been the victim of a dodgy builder a few years ago, when he had paid a couple of thousand pounds to a roofer, for work which was not required. The young man said he could now recover the money, as the company had stopped trading and the residual funds were going to be distributed, to any one who had been defrauded by the company.

To complete the initial investigation, he needed £1000 in cash. The elderly man was unsure and asked for a receipt, prior to handing over any cash. The young man left and returned one hour later, with a receipt. By then, the elderly man had spoken to his sister and she had contacted the police. The police attended but the man was not found. The receipt was though left at the address. The company named on the receipt does not exist and fortunately, no money changed hands.

Scambusters, 4 Sutton Business Park, Sutton, Surrey, GU13 3JH (no such post code)

Can everyone be on their guard ? This was quite a complicated scam. Anyone elderly or vulnerable may well fall for it – as they do the dodgy builders. We are working with several groups at the moment about schemes to protect the most vulnerable in our society. Details will come out soon.

PC 444 David Higgs

Royal Borough community wardens given new powers to tackle dog fouling
The Royal Borough’s zero tolerance to litter policy, has now been reinforced with Community Wardens given the powers to tackle dog fouling.

Community Wardens can now issue fixed penalty notices, to anyone whom they see allowing a dog to foul and failing to promptly, remove the mess. Anyone who refuses to pay the fine (currently £50) can be prosecuted and may face a court appearance with a maximum penalty of £1,000.

Wardens will also hand out leaflets outlining the law and how to report irresponsible dog owner. Posters have been put up in Borough parks to remind people to ‘Bag it, Tie it, Bin it’. Dog walkers will also be offered free bags, to dispose of their pet’s waste.

This latest drive to rid the Borough of dog mess follows last year’s successful pilot run in conjunction with the Boyn Hill, Cox Green and Woodlands Park Neighbourhood Action Group.

Cllr Phill Bicknell, Cabinet Member for Highways, Transport and Environment, said: “We know the vast majority of dog owners are responsible – with a small minority giving them a bad name. But we are not prepared to tolerate those who do not obey the law and we will not hesitate to use our powers to impose an on-the-spot fine of £50.

“The Council is committed to extending the community wardens’ powers and issuing fixed penalty notices for dog fouling is a natural extension. We will work tirelessly to ensure we catch the culprits.

“It is not all about enforcement however, which is why we have produced posters and leaflets to educate people.”

Incidents of dog fouling should be reported to the Council’s streetcare team on 01628 683800 or via streetcare@rbwm.gov.uk

All information will be treated in strict confidence.

Sgt Rob Dalton from Windsor has sent me the data for ASB over the last month:

Here are the results for Operation Lawless for the month of June. This is an operation to tackle ASB (Anti-social Behaviour) in and around Windsor and Ascot. This does not include Operation LILO which is the Night Time economy operation. Operation Lawless runs from Friday 18-02 and Saturday 18-02. (Operation Legless runs in Maidenhead by the NHPT in Maidenhead).

Friday 10th June 2011

I was on operation Lawless tonight. 3 Youths were searched under S.23 Misuse of Drugs Act in Eton Wick Road. One of them had just finished smoking a joint. This was at 23:59 hours. Mother spoken to and some referral work have been completed.

3 Youths were spoken to in Hanover Way, Dedworth at 8:40 p.m. for underage smoking. The cigarettes were confiscated and the parents spoken to. They were though happy for them to be out, and smoking ! Advice given.

Monday 13th June at 7:35 p.m. Officers had cause to deal with 5 youth’s illegally fishing in Datchet. (Not part of Lawless but still gets recorded).

Thursday 7th June 3 Men were stopped for Drinking in a No Drinking Zone in Bachelors Acre, Windsor. (They were not underage except 1 who was 17). Alcohol seized.

Saturday 25th June 3 males were searched under the Misuse of Drugs Act for smoking cannabis. At 8:37 p.m. in the Broom Farm Estate. 2 received Cannabis Street Cautions.

A man was searched under the Misuse of Drugs Act in Barry Avenue, Windsor at 11:28 p.m. hours. Nothing was found.

IF YOU WITNESS THIS HAPPENING, CALL 0845 8 505 505 AND TELL US WHERE, WHEN AND WHOM. YOUR CALL WILL BE TREATED IN COMPLETE CONFIDENCE BUT WILL BE FOLLOWED UP. PLEASE DO NOT ALLOW ANYONE UNDER 18 YEARS OLD TO BE IN THE STREET WITH ALCOHOL. THERE ARE NO DRINKING ZONES IN AND AROUND WINDSOR WHICH ARE RIGIDLY ENFORCED. ALL ALCOHOL WILL BE CONFISCATED. ANYONE CAUGHT BUYING ALCOHOL FOR UNDER 18’ S, WILL RECEIVE A FIXED PENALTY NOTICE, AND ANYONE SELLING ALCOHOL TO UNDER 18’S WILL BE REPORTED FOR OFFENCES!!!

There were no other issues identified by the Lawless Team.

All Alcohol and Drug offences are passed to the ASB Officers for follow up enquiries.

The Summer Holidays are fast approaching, and the Neighbourhood Teams and the Partners with whom they work, are tightening their belts, to tackle ASB even harder. There will be new procedures in place to deal with ASB, Underage Drinking and Drug Abuse. The Neighbourhood Teams, ASB Officers, Licensing Officers, ASB teams from Housing Associations and the Royal Borough will all continue to work together, to tackle ASB in and around Windsor, Ascot and Maidenhead.
